Orders / Improvement

Taxes are now automatically calculated on return shipping fees
Closing the tax under-collection gap on US orders

Starting October 23, 2026, merchants in the US using Shopify Tax or Tax Platform will have return shipping fees taxed the same way as regular shipping fees. Shopify calculates and applies the tax automatically, and it flows straight into your tax reports.

1What's changing

Previously, tax on return shipping fees wasn't calculated automatically,so tax could be under-collected on returns .
Starting October 23, 2026, return shipping fees will be taxed just like other shipping fees , with Shopify calculating and applying the tax automatically.
TAX

Before: Tax under-collected on returns

Tax on return shipping fees wasn't automatically calculated. Handling it correctly required workarounds such as manually calculating, collecting, importing, and reconciling the tax.

After: Taxed automatically under the same rules as shipping

An estimated tax amount is shown when the return is created, and the final amount is recorded when the return is processed. It flows straight into your tax reports.

2How it works: from return creation to tax reports

① Create the return Set the return shipping fee Show estimated tax estimated tax Shopify Tax / Tax Platform Calculated with the same rules as shipping Follows each state's shipping taxability rules ② Process the return Record the final tax amount final amount ③ Tax reports Applied automatically (no manual work needed)
Estimate first, then finalize : When a return is created, an estimated tax amount is shown; when the return is processed, the final amount is recorded. Recorded tax flows into your tax reports automatically.

5Eligibility

Using Shopify Tax or Tax Platform in the US

Applies to merchants who calculate tax with either of these two.

Orders shipped to a US address

Applies to returns on orders shipped to a US address.

Eligible plans, whether you can opt out, and how returns created before October 23 are handled are not stated.

6What to do (3 steps)

1

Check for manual workarounds

Take stock of whether you manually calculate, collect, import, or reconcile tax on return shipping.

2

Review before October 23

If you have a workaround, review it before 10/23 to avoid double-counting tax.

3

Otherwise, no action needed

If you have no workaround, there's nothing to do. Shopify handles it automatically.

The only thing to watch for is double-counting. If you keep a manual workaround in place after automatic calculation begins, tax may be charged twice on the same return shipping fee.

75 key points for developers

10/23

1. The switchover date is fixed

Takes effect October 23, 2026. If you run external tax calculation or reconciliation batches, check whether they need to change from this date.

Estimate Final

2. Two stages: estimate and final

An estimate is shown when the return is created, and the final amount is recorded when the return is processed. For reporting, use the final amount from processed returns.

3. Existing shipping tax settings are reused

There's no new setting for return shipping; your per-state shipping tax settings apply as-is. States where shipping is tax-exempt also exempt return shipping.

API ?

4. No API/Webhook changes mentioned

How return tax amounts appear in the Admin API or Webhooks is not stated. If you sync return data to external systems, verify with real data after the change takes effect.

5. The biggest risk is double-counting with manual logic

If you calculate, collect, import, or reconcile return shipping tax manually or with scripts, it can overlap with Shopify's automatic calculation, and tax may be double-counted . Stop or review the affected processes before 10/23.

83 practical use cases

USE CASE 1

Audit manual return tax processes before 10/23

Challenge
A US-facing store manually calculates and collects tax on return shipping, or manually imports and reconciles it in tax tools.
Approach
Before 10/23, identify manual and scripted processes, and plan to stop or switch the parts that overlap with automatic calculation.
Impact
Prevents double-counting of tax and lets Shopify handle tax that was previously missed on returns.
Technical note
To be safe, add a date condition to your reconciliation scripts so processing can be split at the cutover date.
USE CASE 2

Lighten the monthly close for finance and tax teams

Challenge
Tax on return shipping isn't reflected in tax reports, forcing manual adjustments during the monthly close.
Action
Update your close procedures on the assumption that, from 10/23 onward, tax on return shipping is automatically reflected in tax reports.
Impact
Less adjustment work, and no more discrepancies from tax not collected on returns.
Technical note
Final amounts are recorded when the return is processed. Returns still unprocessed at the closing date are only estimates, so define your reporting scope in advance.
US State settings
USE CASE 3

Use this as a chance to review shipping tax settings by state

Challenge
Shipping tax settings have been left untouched for a long time, and no one realizes the same rules also apply to return shipping.
Action
For each US state you sell in, check whether shipping is taxable or non-taxable, and let stakeholders know that return shipping will be treated the same way.
Impact
Fewer unexpected questions to support and finance about tax amounts on returns.
Technical note
In states where shipping is non-taxable, return shipping stays non-taxable. No return-specific setting is mentioned.

9One-line summary for proposals

"Starting October 23, 2026, return shipping for US orders is taxed automatically, just like regular shipping, and reflected in tax reports.
Per-state shipping tax settings stay as they are, so there's essentially no extra work.
Only if you have a manual workaround in place, stop it before 10/23 to avoid double-counting."
